Allow doc-view.el to rescale without imagemagick support

* lisp/doc-view.el (doc-view-mode-p, doc-view-enlarge)
(doc-view-scale-reset, doc-view-insert-image): Remove checks for
imagemagick (bug#42272) -- Emacs can rescale images without imagemagick.
